2.30 lakh property cards distributed under the SVAMITVA scheme






Under pilot phase of the central scheme SVAMITVA, that aims to provide integrated property validation solution for Indian rural, has been completed in 23,300 villages of 9 states including Uttar Pradesh, Uttarakhand, Madhya Pradesh, Haryana, Maharashtra, Karnataka, Punjab, Rajasthan, and Andhra Pradesh.


The property card has been distributed to 2.30 lakh property holders of about 1,432 villages till last month. The Secretary, Union Ministry of Panchayati Raj, Sunil Kumar, said the pilot phase of SVAMITVA, launched by Prime Minister Narendra Modi last year National Panchayat Day on April 24, has helped in solving the property disputes in the area where the pilot phase has been implemented.


A provision has also been made for the scheme SVAMITVA which is around Rs 200 crore. This will provide the 'record of rights' to village household owners possessing houses in inhabited rural areas in villages and issuance of property cards to the property owners through a survey of village areas with help of drone technology by the Survey of India.


The Ministry of Panchayati raj has been provided with a total of 913.43 crores in the Budget of 2021-22 which is 32 percent higher than the revised estimate of 2020-21.


The pilot phase of SVAMITVA had been approved with a budget outlay of Rs 79.65 crore.

The pilot phase of this scheme is being implemented in Uttar Pradesh, Uttarakhand, Madhya Pradesh, Haryana, Maharashtra, KarnatakaPunjabRajasthan, and Andhra Pradesh, Kumar said.

The scheme aims to provide an integrated property validation solution for rural India. The demarcation of rural abadi areas would be done using Drone Surveying technology. This would provide the ‘record of rights’ to village household owners possessing houses in inhabited rural areas in villages which, in turn, would enable them to use their property as a financial asset for taking loans and other financial benefits from Bank


The scheme seeks to achieve the following objectives: - 

  • To bring financial stability to the citizens in rural India by enabling them to use their property as a financial asset for taking loans and other financial benefits.
  • Creation of accurate land records for rural planning.
  • Determination of property tax, which would accrue to the GPs directly in States where it is devolved or else, add to the State exchequer.
  • Creation of survey infrastructure and GIS maps that can be leveraged by any department for their use. 
  • To support the preparation of a better-quality Gram Panchayat Development Plan (GPDP) by making use of GIS maps. 
  • To reduce property related disputes and legal cases
